Integrasi Sistranas dan Sislognas dalam Meningkatkan Efektivitas Kebijakan Publik Sistem Transportasi Terintegrasi di Indonesia

Integrasi sistem transportasi yang efektif dan efisien berperan penting untuk kemajuan antar sektor ekonomi dan antar wilayah, kedaulatan serta ketahanan ekonomi nasional. Kebijakan Sistem Transportasi Nasional (SISTRANAS) dan Cetak Biru Pengembangan Sistem Logistik Nasional (SISLOGNAS) telah meningkatkan aksesibilitas, perdagangan, produktivitas, investasi, dan lapangan pekerjaan. Namun, fenomena berupa ketimpangan infrastruktur, disparitasi harga, tingginya biaya transportasi dan logistik di atas rata – rata dunia, kecelakaan transportasi, tingkat kemacetan, dan polusi masih menjadi tantangan yang harus diselesaikan. Integrasi SISTRANAS dan SISLOGNAS memiliki peran penting dalam meningkatkan efektivitas kebijakan publik sistem transportasi terintegrasi. Penelitian ini bertujuan untuk membuktikan pengaruh secara empiris integrasi kedua sistem tersebut terhadap efektivitas kebijakan publik sistem transportasi terintegrasi di Indonesia. Metode Structural Equation Modelling dengan menggunakan perangkat lunak Jamovi digunakan untuk memahami hubungan antara variabel yang mempengaruhi perwujudan kebijakan implementatif. Hasil penelitian menunjukkan bahwa integrasi SISTRANAS dan SISLOGNAS secara empiris berpengaruh signifikan terhadap kebijakan publik sistem transportasi terintegrasi. Indikator konektivitas multimoda, pelayanan, interkonektivitas, dan dampak kebijakan memiliki pengaruh terbesar pada setiap variabel penelitian. Rekomendasi yang dapat dipertimbangkan adalah penguatan integrasi sistem yang dimiliki antar pemangku kepentingan, penyusunan kebijakan sistem transportasi terintegrasi, peningkatan kualitas layanan serta investasi infrastruktur transportasi dan logistik, dan pengembangan model kebijakan.References
